Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fix saving configs with more long comments
This is a bug with snakeyaml

Added the entire Emitter class from snakeyaml because
dev-imports doesn't work with non-mojang-added dependencies
