Updated Upstream (Bukkit/CraftBukkit) (#10379)
Updated Upstream (Bukkit/CraftBukkit)

Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Expand Explosions API
Add Entity as a Source capability, and add more API choices, and on Location.
