Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Remove ProjectileHitEvent call when fireballs dead
The duplicate ProjectileHitEvent in EntityFireball was removed. The
event was always called before the duplicate call.
