Updated Upstream (Bukkit/CraftBukkit) (#7672)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Do not allow ticket level changes when updating chunk ticking
state
This WILL cause state corruption if it happens. So, don't
allow it.
