Updated Upstream (Bukkit/CraftBukkit)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Expand ArmorStand API
Add the following:
- Add proper methods for getting and setting items in both hands. Deprecates old methods
- Enable/Disable slot interactions
