Updated Upstream (CraftBukkit/Spigot) (#8815)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Additional Block Material API's
Faster version for isSolid() that utilizes NMS's state for isSolid instead of the slower
process to do this in the Bukkit API
Adds API for buildable, replaceable, burnable too.
