Updated Upstream (Bukkit/CraftBukkit/Spigot) (#11197)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Add and fix missing BlockFadeEvents
Beyond calling the BlockFadeEvent in more places, this patch also aims
to pass the proper replacement state to the event, specifically for
potentially waterlogged block states fading.
