Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fix sand duping
If the falling block dies during teleportation (entity#move), then we need
to detect that by placing a check after the move.
