Updated Upstream (Bukkit/CraftBukkit) (#8430)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Reduce MutableInt allocations from light engine
We can abuse the fact light is single threaded and share an instance
per light engine instance
