Sets up the ability to load new or modified resource files into Paper.
Updates paperweight to 1.5.6
This should work with all run configs, like runDev, runShadow, runReobf as well as correctly build jars for production.
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing
