Updated Upstream (Bukkit/CraftBukkit) (#8714)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Do not submit profile lookups to worldgen threads
They block. On network I/O.
If enough tasks are submitted the server will eventually stall
out due to a sync load, as the worldgen threads will be
stalling on profile lookups.
