Updated Upstream (Bukkit/CraftBukkit) (#8714)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Add setPlayerProfile API for Skulls
This allows you to create already filled textures on Skulls to avoid texture lookups
which commonly cause rate limit issues with Mojang API
