Updated Upstream (Bukkit/CraftBukkit/Spigot) (#9825)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Use getChunkIfLoadedImmediately in places
This prevents us from hitting chunk loads for chunks at or less-than
ticket level 33 (yes getChunkIfLoaded will actually perform a chunk
load in that case).
