Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Optimize Chunk Access
getting a loaded chunk is one of the most hottest pieces of code in the game.
getChunkAt is called for the same chunk multiple times in a row, often from getType();
Optimize this look up by using a Last Access cache.
