Updated Upstream (CraftBukkit/Spigot) (#7580)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Optimise WorldServer#notify
Iterating over all of the navigators in the world is pretty expensive.
Instead, only iterate over navigators in the current region that are
eligible for repathing.
