Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Optimise getChunkAt calls for loaded chunks
bypass the need to get a player chunk, then get the either,
then unwrap it...
