fix: allow use of quotes to allow spaces to be used as "and" (#2786)

* fix: allow use of quotes to allow spaces to be sued as "and"
 - e.g. `//set "#mask[grass_block&<air][green_concrete][red_concrete]"`
 - fixes #1883
